E-learning platforms: the requirements for security training

What characteristics must the e-learning platform from which online courses on workplace safety are delivered have? Find out in this article.

When providing online training on health and safety at work, it is necessary to ensure that the e-learning platform from which the courses are delivered meets the specific technical requirements established by current legislation.

In this article, we will delve into the rules that regulate e-learning training on workplace safety and illustrate the technical characteristics that a platform must be equipped with.


E-learning training on workplace safety: current legislation

In Italy, the legislation relating to worker training on health and safety is regulated by:

  • Legislative Decree 81/2008
  • State-Regions Agreement of 12/21/2011
  • State-Regions Agreement of 7/7/2016

A new State-Regions Agreement is also being defined which will introduce important innovations.

These rules establish the list of courses that can be provided in e-learning, the requirements for the trainers, as well as the technical characteristics that the platforms used to provide this type of training must be equipped with.


Requirements for e-learning platforms for safety training

The provision of online courses on workplace safety requires the use of e-learning platforms that meet the requirements of Decree 81/2008 and Annex II of the State-Regions Agreement of 7/7/2016:

  • SCORM compliance
  • Monitoring and certification of training
  • Qualified tutors
  • Hours of use
  • Project document and training contract
  • Processing of personal data

SCORM compliance

In order to guarantee the tracking of the use of educational objects, each course or module must be created in compliance with the international SCORM (Shareable Content Object Reference Model) standard or any equivalent system.

Training monitoring and certification

The delivery platform must be able to monitor and certify the performance and completion of each user's teaching activities, as well as the active participation of the learner.

Furthermore, every activity carried out by the user within the platform must be tracked, including carrying out and passing intermediate and final learning assessments.

Qualified tutors

The State-Regions Agreement of 7/7/2016 provides that the students receive adequate technical and educational support. In this regard, assistance, interaction, usability and accessibility of the platform must be continuously guaranteed.

Furthermore, mentors and content tutors must be trainers in possession of the requirements set out in the Ministerial Decree of 6 March 2013.

Hours of use

Training on safety at work must be carried out during working hours (article 12 of Decree 81/2008). In the case of online training, it is therefore necessary for the delivery platform to be able to control the times and days of access to courses, preventing workers from accessing them outside of their working hours.

Project sheet

Each online course must include a project sheet (or training contract) which must be viewed and accepted by the user before starting the course.

Processing of personal data

The e-learning platform must guarantee, through suitable technical solutions, user profiling in compliance with the legislation on the processing of personal data.
